Fontana Police: San Diego man arrested on child sex warrant while awaiting child pornography trial

A San Diego man awaiting trial on suspicion of child pornography charges was arrested again last week when detectives discovered additional evidence which point to more child sex-related crimes, Fontana Police officials said Monday.

Joseph Charles Welsh, 47, was arrested on suspicion of child molestation, manufacturing child pornography and child annoyance with a prior conviction, on Oct. 24 at a Claremont home in the 1100 block of N. College Avenue, according to booking logs.

Welsh had been previously arrested and charged with child pornography charges in September and had posted bail, according to a Fontana police press release. While out on bail, investigators with the Internet Crimes Against Children Unit continued digging into the case and discovered additional information which led to his arrest.

It was learned during his arrest in September that Welsh had been previously convicted of possession of child pornography and annoyance of a child. Those convictions were out of Claremont and Redlands and dated to the 1990s, police said.

He was required to register as a sex offender until 2014, when he successfully petitioned the court that his offense was not as serious as other child sex crimes, officials said.

“The courts determined him not a danger to the public and he received a rehabilitation certificate,” the police news release said.

Welsh was booked into West Valley Detention Center in lieu of $10 million bail. Court records indicate he is expected to be arraigned Monday in West Valley Superior court in Rancho Cucamonga.
